Can an iphone purchased in spain be used with a us carrier

My daughter's iphone was stolen in Spain. She went to an Apple store and purchased a new one. I tried to have the esim activated by Verizon and they told me it is locked. She went back to the store and was told that phones purchased in Spain can not be activated on a US carrier. Is this accurate? We paid the full price for the phone and purchased without a sim.

I wish I had good news for you. It is NOT possible to have a US carrier on a device purchased in Spain. I ended up buying a phone in the US and sending it to my daughter by Fedex. If someone does that for you have the duties paid by the sender. When the phone arrived there was a duty to be collected which resulted in late delivery and payment complications. At least we had time to return the phone to Apple in Spain. Good luck!
