iPhone locked under US Reseller Flex Policy – wrongly applied, need help

Hello, I received an iPhone purchased at Target (USA) that was supposed to be fully unlocked for use in Peru, it was activated in Peru on June 3, 2025, and has never been used with any U.S. SIM or eSIM.


However, it’s locked under the US Reseller Flex Policy, which Apple confirmed should not apply, Target refuses to help unless I return the phone to the U.S., which is not possible for us.


I need help getting this reviewed and unlocked, I can provide proof of purchase, activation, and correspondence.


Can someone from Apple escalate this or advise me on how to fix this carrier lock?

You misunderstand how iPhones are sold in the US.

Target does not sell "unlocked" iPhones. No retailer other than Apple does.


A phone sold at Target in the US can ONLY be activated on a US carrier. Once activated it will be locked to that carrier and subject to that carrier's unlocking policy.


This is a user forum. You are not talking to Apple, but even if you were, they can't help you.


The only way to get that phone unlocked for use on a carrier in Peru is to go back to the US, activate it on a US carrier, then apply to have it unlocked by that carrier after you have met the carriers requirements.


That can take anywhere from a few months of maintaining active service to a year. BE CAREFUL. Not all US carriers offer unlocking. They are not legally required to do so.

You are absolutely correct that Target should not have sold the phone to your dad. It is also absolutely correct that there is nothing Apple can do about it. Returns or resolutions are dictated by the retailer where products are purchased and in your case that is Target.


I understand you have already contacted Target, but their Contact page also lists their many Social Media sites where you can make "noise" about your experience if you wish.

There is NOTHING on this user to user only forum can do for you. Apple can't do anything for you. This is between your dad and Target, but I wouldn't expect to do anything either. They don't sell fully unlocked phones as you've already been told.


This is a classic example of why buying a phone in a country where the user doesn't live nor will use the phone is usually a bad thing. Perhaps you know someone in the US who would like to purchase the phone from you, then you could buy your phone in Peru where you live and will use it.

Then take it up with Target. Apple can't help you. We can't help you.


There is nothing anyone here can do for you. There is nothing anyone at Apple can do for you.
