iTunes shows price of a song as Rs15 and then asks for Rs100

I wanted to purchase a song 'cause it's not available on the music streaming service i'm using. Switched to Windows from my Linux, opened iTunes, the song's cost was being shown as INR 15. I try to purchase but iTunes asks me to first add minimum INR 100 to my Apple wallet using the available payment methods. Why doesn't it let me purchase the song directly from those payment methods?
