i just got an upgraded i phone 13 (refurbished and “like new”) however i never have any service AT ALL!! when i go on setting sometimes it all looks okay but sometimes it says network not found and “phone not allowed”. what do i do?

The "phone not allowed" message indicates it may have been blacklisted by the carrier.
Return it to whoever you got it from.

Sorry, but I am not familiar with "o2 xx." Regardless, it appears that they sold you a defective iPhone. At this point, I suggest that you return it for a full refund.
Did you get this refurbished iPhone directly from Apple? ... or from some other third-party?
