I can't make outgoing calls on my iPhone 11

2 days ago, all of a sudden, I cannot make any outgoing calls on my iphone 11, instead I hear a message that the number I have called is not recognized. Have tried turning on and off, resetting network settings etc but the issues still persists. What happened and how do I fix???
