Apple One Family Share Issue

I have an Apple One Premier subscription. My wife’s iPad is able to access everything; however, she is unable to access music, fitness+, etc. when she goes to use these apps she has to sign up for a subscription. How can we get her phone to be recognized or to recognize the subscription. I searched this issue and have tried several troubleshooting steps.

If it does, sometimes it helps to have the devices involved take a fresh look at settings:
