Having high temperature on Macbook Air 2017

Hi! I have a Macbook Air 2017. Recently, I am observing that the CPU temperature is really high on idle and its extreme on usage such as watching a video from youtube. It goes up to 100 degrees on usage. What I don't understand is that the fan is not speeding up. I checked with iStat and it was always on low RPM. I resetted my Macbook Air and it is still like that. I changed the thermal paste and it is still like that. What could be wrong ? I am on latest MacOSX Montery

Fahrenheit or Celsius?
