Automator shows error code 127 when trying to combine PDF files

Apple provides a Quick Action for you in the Finder named Create PDF. Using the ⌘-key, select the PDFs in the Finder with the order that you wish them combined, and then on the first selected PDF, right-click on it to bring up the secondary Finder menu and choose Quick Actions > Create PDF.

The removal of Python 2.7.18 in macOS 12.3.1 compromised the Python/Objective-C code in the Automator Combine PDF Pages action, just as you surmised.

Any specific error message besides the number?

I remember that when Monterey 12.3 finally removed the ancient Python 2.7, there were some scripts in Automator that stopped working, because they still used the deprecated software. I can’t remember if the Combine PDF was one of those affected but it may have been.

In the meantime, I found that we can easily create an alternative Service/Quick Action by using the Shortcuts application.

Since Apple appears to be promoting Shortcuts as the preferred way to automate stuff going forward, it may be worth getting acquainted with it. I am far more accustomed to Automator, but I don't expect any developments on it going forward, alas.
