Only if its location was shared with you. If not, there's no way to unilaterally enable location sharing.

Check the People section in the Find My app on your iPhone. If its not there, it cannot be tracked form your iPhone.

If you know your husband's Apple ID and password, you can log in to https://icloud.com with it and you should be able to use the Find My app there to track it.
