No. Apps are either specific to iPhone/iPad, or to Android, and will not install nor run on both.

You can share an Apple Music family plan, and Apple TV+ subscriptions, as those do have options available to Android.
But for sharing iPhone/iPad apps with Android, as originally requested, no.
