I do not have family sharing on but it appears someome else is set up as “ Family Organizer “ on my Apple ID and I can’t change my newest method of payment else is set up on my phone as family organizer ?!? What the heck is going on with that ?

If we understand your post correctly, you don't recall setting up Family Sharing but it appears to have been set up. We’d like to help.

We see you were viewing "If your payment method is declined in the App Store or iTunes Store - Apple Support" and it did not resolve your issue.

Follow the steps in this article to remove yourself from the family group:

Remove yourself from a family group

Any family member age 13 or older* can remove themselves from a family group. If you have Screen Time turned on for your account, the family organizer must remove you. 

On your iPhone, iPad, or iPod touch

Go to Settings.

Tap your name, then tap Family Sharing. 

Tap your name.

Tap Stop Using Family Sharing.

Keep in mind that if you have more than one Apple ID you may have set up family sharing at some point so purchases made under your old Apple ID would be accessible. If that's the case, by leaving the family share group you will loose access to those purchases.
