I can’t use my account balance

I’m trying to spend my account balance I got from a gift card on buying an Apple pencil and the website keeps declining my payment, idk why that’s happening because I do have enough balance and I’m not trying to buy the product as a gift

I can't make a payment with my account balance I was given 2 gift cards worth 200$, I have loaded into my account balance and I was planning to buy 1 airpods 3. When I got to the checkout step I got this error and could not check out with gift card. They told me to review the payment method but I don't use a card, I just buy with a balance account. I chatted with support, and they told me to correct the billing information, but when I use the gift card, I can't fix the billing address.
