The final word from Apple on Managing the " Other/ System Data “ Category
Other / System Data: Contains files that don’t fall into the categories listed here. This category primarily includes files and data used by the system, such as log files, caches, VM files, and other runtime system resources. Also included are temporary files, fonts, app support files, and plug-ins. You can't manage the contents of this category. The contents are managed by macOS, and the category varies in size depending on the current state of your Mac.

You can try these instructions: Free up storage space on your Mac - Apple Support
I have two comments to share with you. First, it is important to know that if your HD (storage) gets too full the computer can stop functioning. second, if the suggestions above do not clear sufficient space for you, the easy solution if to install an external disk. Then you can copy files over to it and then delete them from your HD to create needed space. These days external disks are reasonably priced and easily installed with vendor provided USB cables. You might have to reformat the disk though. Problem solved.
A good solution that has worked for me is to identify what has been taking up my Disk space and what application/program does it belong to. Then I remove/delete files that I no longer use or are junk files piled up being made by multiple applications.
I recommend going to ~/library/ApplicationSupport/ Here, you can find the data stored by applications on your Mac and see if any of the App support folders are taking up much of your Disk space.
I know how weird this might sound to you, but I recommend DiskinventoryX, it is a software you can download for free that shows you all the files that's is taking up your disk space, including hidden files. Using this you can identify which are unwanted files and which are needed, and you can see what is taking up so much storage space and you have the option to delete those files manually in finder.
For more details on Disk usage, Open up Disk utility.
