App Store error messages in another language

When I tried to access the App Store just now when there happened to be network problems, I got an error message, presumably ‘Could not connect to App Store’ in a language I have not configured in Settings. When the network went up again everything was normal, and the App Store was in English. As a test I turned off wifi and cellular data and tried accessing the App Store again and I got a different error message was again in the other language. If it helps my Apple ID is registered in Australia and my iOS system is set to English, I also have Chinese keyboard set up.
