QR code instructions say “tap the notification”. Where or what is that, please.

If Settings > Camera > Scan QR Codes switch is turned on.. When using the Camera app to scan a QR code, once it's recognized it will produce either a notification banner or something adjacent to the barcode itself.
If you want to to go where the QR code will take you, you tap on it. Might launch Safari to a website or open an app.

Alternatively, you can use the QR code scanner in Control Center. This does not require you to tap on anything, it will just launch whatever is specified.
