The Keynote will be available to stream on apple.com, the Apple Developer app, the Apple TV app, and the Apple YouTube channel. On-demand playback will be available after the conclusion of the stream.

You must have a valid payment method in your iTunes & App Store account for any download or purchase, including iCloud storage. See→Change, add, or remove Apple ID payment methods - Apple Support. If you already have an expired payment method you must add a new payment method, make it primary, then delete the expired payment method.
