Apple ID for Family Sharing
A family member has two apple ID’s : one is used for iCloud services and one for Apple iTunes and Apple app purchases. Which ID should be setup for family sharing?

If you want to be able to share the purchases already made by the family member, use the ID for the App Store/iTunes. If you don't care about sharing the purchases, either ID will work.
