tried updating using beta.apple.com but no changes
It is not possible to update an iPhone 6 to anything higher than iOS 12.5.6, which is the end of the road for the iPhone 6.

Sadly the iPhone 6 doesn't support iOS 16 or the beta. Only iPhone 8 and newer support it.
You don't need to tell me this. Maybe you really meant to tell the OP that sadly the iPhone 6 does not support anything higher than iOS 12.5.6.
