Getting eMail:

Add to your Safe Senders List: Resetting your phone plays no role in this. You need to contact Instagram, asking them which email address this comes from. Call them, if need be asking what it is. Add the eMail to your Safe Senders list, once obtained.

Create a Rule for this Sender:

Seems you need to make this a safe sender, Make this domain a safe sender. Don't know what eMail address it is send from? Contact instagram.
