For some reason iOS 16 isn’t showing up I’m on ios 15.6 and it says that is the latest update.

It should be available this morning around 10am or later (USA westcoast time).

It might not be available at the same time in all countries around the world.

It hasn't been released yet. You will have to wait a few hours. Most likely it will be released at 10:00am PDT.
