After creating an new apple id, i must enroll "review" the account on the Appstore after doing so, installing app, it appear this new policy pressing "Agree" occurs an error please try again... endless loop of not able to apply this new policy so the new account CANT install the applications on Appstore

It seems to be an issue right now- quite a few people have had this problem. Try a force restart. Press and very quickly release the volume up button, press and very quickly release the volume down button, then press and hold the side button for about twenty seconds. When the Apple logo appears, release the button. The timing is a little tricky, so try it a few times!
Apple Remove the Policy at this moment, because could not pass the agreement. and this issue was very Critical for anyone buying a new iPhone or configurating a new apple id.
The hosts will remove your image because it contains Apple ID email. That should never be shared in an online public forum. You might want to consider changing your Apple ID and password.
