Cannot accept Apple Media Services Terms and Conditions - There was an error. Please try again.

These are the things I have tried:

1. I tried to accept on a different device, got the same error.
2. I tried restarting
3. I tried using a different WiFi network
4. I tried using only cellular connection

Other notes:

1. This result occurs for all apps that need updating. No apps can get updated
2. I can download apps that I already downloaded before but weren't on the device at the moment.
3. I can not download any new apps at all without accepting terms. I cannot accept terms because every time I do I get the error pictured in my original post.

Updates just started working for me all of a sudden, without asking me to accept terms.
