Issue with iOS 16 Lock Screen Customization

There is an issue with configuring the new iOS 16 lock screen in a certain way that I want. I want a photo from my album as the lock screen background, and I want one of the built-in dynamic backgrounds as the home screen background. When I try to set it, it refuses to work. There are 2 ways I have tried to do this, neither one works.

Here are the steps I am following for the first way:

1) Swipe down to get the lock screen, long-press to get the lock screen selection list.

2) Swipe to the right to get to a new blank lock screen, click "+"

3) Scroll to "Collections", go to the second-to-last (dynamic "bubbles"), click "Add"

4) Select "Set as Wallpaper Pair"

5) Select the new lock screen to activate it, then swipe up to get to home screen

6) Select Settings, then Wallpaper

7) Select "Customize" underneath the lock screen

The desired result here is for me to be able to select my photo for the lock screen, while keeping the dynamic "bubble" background for the home screen. However, there is no way to pick a photo for the lock screen at this point. I can only change the colors of the bubbles dynamic wallpaper. There should be a way to select a photo or one of the other built-in wallpapers for the lock screen only, while leaving the home screen wallpaper alone.

Trying this a different way doesn't work, either:

1) While on the new lock screen above (with dynamic bubbles), select Settings, then Wallpaper

2) Select "Add New Wallpaper"

3) Pick the photo that I want for the lock screen from my photos, click "Add" at the top right

4) Select "Set as Wallpaper Pair"

5) Now back at the Wallpaper settings, click "Customize" under the home screen

The desired result here would be for me to be able to select the built-in dynamic bubbles wallpaper (or, for that matter, any of the built-in wallpapers) for the home screen. However, the only options are Original, Color, Gradient, or Photos. There is no way to select any of the built-in wallpapers at all (dynamic bubbles, Weather, Emoji, or any of the built-ins). There needs to be another option added here to let us pick from the built-in wallpapers for the home screen.
