Troubleshooting Stalled Messages Upload:

Cancel the upload, and then restart your iPhone. Then, Perform as Instructed here: Use Messages in iCloud - Apple Support

Is the screen frozen? If so, refer to the following...

Use WiFi:

Are you suing cellular? If so, use WiFi instead.
