VOIP apps (like Facebook messenger/Microsoft teams/WhatsApp) CallKit not working

Basically, voip apps like Facebook messenger and Microsoft teams do not display the Apple call integration when a call comes through. It ONLY works if another normal call is received OR the call came through while connected to Apple CarPlay.

it’s so frustrating as this used to work fine in iOS 14, but it seems to be broken in iOS 15.x.

Any ideas what could have changed in IOS to cause this? Anyone else having the same issue?
