Contact numbers
got a new iPad 9th generation wi-fi
& my contacts names are not coming up only getting numbers &. Very few names how do I get their names to come up?

Have you enabled Contacts in iCloud on both your old and new iPad?
Settings > [Your Name / AppleID] > iCloud > Contacts - set to ON
Be aware that if you have only recently set-up your new iPad, it may take many hours to fully synchronise data via iCloud.
