iOS 16 update stuck

My first attempt at updating it would get stuck at 99.9% for hours. So I put it into recovery mode, wasn't able to update via iTunes so I chose restore. After restoring, would be a white screen "slide up to upgrade" and the same thing would happen again, stays near complete for hours unable to access my phone.
