Great Question: As suggested above, it is not "suggested" to remove the passcode feature from any apple device that may contain sensitive informations, data, and or content.
Apple is superior when it comes to their device security & other built in features that they have put in place to protect their users on a daily basis. That is why Apple has implemented "activation lock" on our devices to make it next to impossible to steal a device, plug it into iTunes & use as their own! - (if someone attempts to do so, the device will be locked with that password that is tied to the Apple ID that is on that specific device)!
With that being said: You cannot disable your passcode and use only Touch ID for Apple Pay. The way iOS works you MUST have a passcode set whether you use Touch ID or not, as a security backup
~ I hope this helps!

If you turn off the passcode requirement, anyone who might have possession of your phone will have full access to all of the data on the phone, in addition they will be able to lock you out of your own phone.
Do you still want to remove the passcode?
I must advise against that to protect yourself from theft and other unlawful possibilities.
