A. Downloading Particular Items:

Maps is not an option. So, see your options here.

1. See Here: Archive or make copies of the information you store in iCloud - Apple Support
2. Scroll to: Copy files from Windows
3. Proceed form there as necessary

B. Downloading All of iCloud:

Use my User Tip: Getting a Quick and Direct "iCloud Drive-to-External Hard Drive" Download - Apple Support. My post is for Macs but run though it, and you might be able to figure out away to export it to an external drive, rather than the PC itself.
