Did you ever participate in iOS 15 Beta program? If YES, then do you still have the Beta profile installed on your iPhone? If you do then you will have to remove the Beta Profile, restart your iPhone, and then attempt to download iOS 16 again.

To remove the beta profile, open Settings ▶️ General ▶️ VPN & Device Management ▶️ Configuration Profile: If there is an iOS 15 beta profile listed here, then tap on it and remove it.
