Apple Watch Functions

Hello, community! I have a question

If I buy an apple watch from US and I go to Romania, can I use the apple watch to receive from phone calls and messages from my phone being connected to it? (Not the cellular version of apple watch)

Having an Romanian Sim inside my phone.

does apple watch cellular work in egypt ? i want to know if i can call with only the apple watch ultra 2 (disconnected from the phone ? )

Yes,a GPS only watch will work just fine.
