I'm using iOS 16 official. This issue happens when I continuely swipe notifications up and down. Sometimes it also happens randomly, and sometimes the issue is more serious: notification suddenly appear from nowhere, or run from middle screen and immediately show up at the bottom.
Ouch, that does not sound fun.

Question: does this issue occur across all apple devices or is the issue strictly iPhone related?

I tried 3 methods above and they don't fix the issue.
I also test it on my friend iPhone, and he has the same issue.

do u have a backup, did u update via wifi or via PC/Mac?
I have backup. But it seems not a big issue. It's just uncomfortable when swiping this screen. This happens to me everytime I browse notification list. Hope this will be fixed soon.
Well on the bright side, apple will more than likely release iOS 16.1 in the next few weeks & fix all of these bugs
