Transferring data and purchases across Apple IDs

I've heard many times that it is not possible to merge Apple IDs. My original Apple ID consists of a previously married name and it's horrifying when I need to continuously log in, or view my own personal information with this name. While I have been able to ADD a new Apple ID and change my name in most places, I cannot access my purchases or other data that is linked to the original ID. I have nearly 20 years of data that a I can't afford to just "let go" in order to stop using this identity. Frankly, I find this to be violent and completely inconsiderate of people whose identities have evolved for one reason or another. Just because you CAN get away with this, doesn't mean you should. If the federal government recognizes my new name so should you. The technology might not be simple to make this happen but I bet it's possible. Please you have to do better.

Apple doesn’t routinely monitor the discussions. These are mostly user to user discussions.

If you want to, you can send Apple feedback. They won't answer, but at least will know there is a problem or a suggestion for change. If enough people send feedback, it may get the problem/suggested change solved sooner. Pick the closest topic you can find.

Sign in with the old ID and let all the data sync. Then change to the new ID.

When changing to the new ID, make sure you turn off Find My Phone before signing out of the old ID. Once signed out and Find My Phone is off, then sign in with the new ID, then turn Find My Phone back on. There may be some data loss, but you can minimize it. If syncing photos with iCloud, ensure Optimization is turned off in Settings/Your Name/iCloud/Photos and/or in Photos/Preferences/iCloud. Then make sure full resolution photos are on the device/computer. When signing out of iCloud, if asked whether you want to retain data, choose yes. Messages conversations will be lost if they are addressed to the ID. See the article below for other places that the old ID should be removed. See Winston Churchill's response in the below discussion. If possible, also set up Family Sharing  between the IDs to keep access to your apps/purchases.
