I have NEVER had the read receipt on and it randomly turned on. It would not turn off despite changing toggling it in settings, restarting, or even downloading the newest OS did not fix this.
How do I get this fixed?

That’s some great troubleshooting you’ve tried to turn off “Read Receipts” in the Messages app. It sounds like you already checked Settings > Messages > Send Read Receipts.
There's also a contact-level setting for this. Try opening Messages and open one of the affected threads. Then tap their name at the top and scroll down and make sure "Send Read Receipts" is turned off for that specific contact as well.
