How do i find all the duplicate Emp. ID, highlight them in different colours and to delete them? I have used the function IF(A2)=(A3),"Duplicate"," " but it says the formula contains a syntax error.

Filter using 'is a duplicate'. Select the visible cells, go to Format > Cell and choose a Fill color
When you turn of the filter the duplicated rows will have a background color.

Normally what I would do is filter for Is distinct. That way the duplicates are hidden.
If you need the duplicates to be actually removed, not just hidden, then you can select the visible cells in the filtered table, command-c to copy, click once in a cell of an existing destination table, and command-v to paste.

Remove the parentheses, () to reference a cell
IF(A2=A3,"Duplicate","")
A more general way to find duplicates, without sorting by that column:
COUNTIF(A$1:A2,A)

Aside from Ian's excellent method, keep in mind that if you are using a recent version of Numbers then you can use a filter to identify or remove duplicates.
