Not sure what is meant by " Pause the download " but judging from second part of your above " does it load for a long time " .
From my experience the download of the macOS will download and appear to pause during during that timeframe and the Apple Count Down Clock may appear to pause but will continues again to download.
The Final process, where it appears it has completed the download , it will also appear to pause and again the count down clock may say 15 Minutes but in real time, could be 30 minutes. This may occur several times until it completes.
