Apple Watch providing hotspot to iphone

Can an Apple Watch with Cellular provide a hotspot to an iPhone?

My hope is only to have one device directly connected to my isp so I only pay one cellular fee. I don’t need or want to have two cellular fees to pay as I’ll always have my Apple Watch with me but often like when exercising the iPhone will be left at home.
