How do you know if someone backed up your iCloud I never back mine up but says I did I’m worried my ex did this and I received a Notification saying that my iPhone couldn’t be backed up due to storage space is that normal or is someone trying to back up my iPhone

It is normal. That error message is informing you that your iPhone is not going to be backed up on iCloud because there is not enough space on iCloud to do so.
You can either turn iCloud backups OFF or purchase more iCloud space to complete the backups.
