I don’t see flash light in settings => controls ==> more controls….

A 2019 7th gen iPad has NO LED flash on the back to use as a flashlight. Hence NO native flashlight app.

You can download any third party app, from the iOS App Store that will turn your iPad's screen into an entire light panel
