Can't pair watch to iphone

I previously purchase a phone from someone, was apple to connect it no problem. I then changed my apple ID and had to reset the watch (I think it went back to factory) the previous owner showed me where he removed it from his account but when I call support it still stated his name. Now I can't pair it with my new id and don't know what to do

iPhone 8 Plus, iOS 15
