Is using a 3rd party camera Lens repair kit ok for 12 Pro Max Lens? Is OME sapphire glass in that kit for $12.99 really an Apple OME. If so, are those lens repair kits easy to use to replace the damaged lens? Thanks.

Apple does not make parts available to anyone but Authorized Apple Service Providers. So, if someone is claiming to sell you an OEM part, it's either salvaged (i.e. used) or was acquired in some less than official way.
There is no law against it. Apple is not going to send the Geniuses after to you to repossess your iPhone if you do. However, they may opt deny any future warranty service.
