I am getting error after get to install app to app store then show this page but not be moving on next page

my apple id will not save in my app store and i can't download any apps I keep getting an error with "This apple ID has not been used in the iTunes store..." infinite loop of entering is and password then error, repeat. I have, added an address, payment info, shipping info, can't update the app because I can't get into it to do anything. please help.

Error when attempting to update Apple Store When I open the store app on my iPhone 14 the "Get" button on every app is darkened and I cannot download any apps. When I go to the account page and attempt to press "UPDATE" on the Apple Store icon I get the error above. I am on a managed device, but my IT team swears that my configurations should allow me to install apps, as I have the same configuration as everyone else.
