i have gone through the setup process and read about restarting both the phone and the watch and making sure my phone is up to date, but the phone keeps unpairing from the watch during the setup process

Yours is also a standard response and as you read many thousands of responses you will see it is given when appropriate.
In this case the author already said they made sure the items were kept up to date.
However they didn't come back to confirm or otherwise that the CS had solved or even helped.
Then more people bring in their own similar problems because it is easier than creating a new question.
Those are real problems you might want to discuss.
Me as well and VPN and anything else related to security is irrelevant. Phone unpairs right after I tell it which hand, etc, then acts like I'm new. I almost hear "I got you, Babe" repeating for the amount of time I've spent.
I just bought a new (used) Apple Watch 4, but it will not pair with my iPhone SE 2016. Every time I try to set up, right near the end it flashes that I need to update IOS and unpairs. I have the latest software update, and have tried all the usual suggestions (power off, restart, reset, etc...).
i have the same issue, during the set up it unpairs automatically even though my phone is updated to the latest version (16.2) and is with in the setting up range with my bluetooth and wifi on.
Anything that interferes with internet servers is entirely relevant.
