iPad Air 2 can't download GarageBand

I just got an iPad Air 2 and I was looking to use GarageBand, but the app store page says that the new version is only compatible with iOS 16. I know there are ways to download an older version of apps if you've already "purchased" them, but in my case I don't have that luxury because the app store won't let me add it to my account.

I also learned that iPad OS 16 was just delayed a few weeks so I'm confused as to how anyone can download the new version of GarageBand, since it says it requires iOS 16. I tried signing in to iCloud on a friend's iPad but it gave me the same error when pressing "Get" on the GarageBand app store page ("This app requires iOS 16")

Is there any solution for this? Or do I just have to wait until the new OS comes out for iPad? I don't understand why the new version would be pushed that requires iOS 16 when it's not even out yet for iPad, it makes no sense. I just want to install the previous version of GarageBand, before the update that came out 2 days ago.
