iPhone restarting and won't turn on WiFi - same issue on new phone when data transferred.

My iPhone (8) started restarting every 5-10 minutes and won't turn on WiFi. Thinking it was a hardware issue, I bought a new phone (iPhone XS), but when I transferred the data from my old phone (restoring a recent backup), the new phone started doing the same thing, indicating that it is a software issue. I have tried resetting the network settings to no avail. When I reset the new phone, this solved the issue. How can I fix this? I want to transfer the data to my new phone. The software has been updated to the latest (both 15.7 and 16.0 had the same issue).

I believe the issue started when I backed up my phone to my computer via iTunes which included a software update.
