That usually means either the disk is bad, or the DVD drive is malfunctioning, or some other software has conflicting access.
Restart the Mac, and try again.
If this is using an external SuperDrive, make sure there’s enough USB power available. Many adapters lack the needed power for SuperDrive. Also make sure the SuperDrive silver side is up, and the black side with the logo is downward.
Internal and external SuperDrive can both fail, as can any other optical media drive.

Ejecting Disks:
Is the Drive Mounted?
Opening new Finder window, do you see the drive on the far-left of the widow? If not, you need to mount it. From there, see if you can export the disk.
How to Mount the Drive:
Boot into Recovery Mode (Intel or Silicon) . You need to click the “Mount’ button to proceed. So, select the drives, and then click "Mount" Try rebooting once more. If of no success, then click unmount button, and then the mount button. Try rebooting once more. It looks dulled-out. So, if you cannot click it, then click the First Aid button to fix a few things.
