it is possible to use this to buy iPhone without data plan at Apple store? Because I didn’t find any explanation of this. Could you please help me?

Yes, at the Apple Store you must ask for an unlocked/SIM free iPhone.

Then you can contact your preferred carrier and subscribe to an appropriate cellular / data plan.
