How to recover forgotten password for Apple ID?

I am trying to recover my apple account. When I do forgot password it wants me to enter my old number which I don’t know. I can’t go further from that. I do not have access to the device the account is linked to at all. What do I do? Should I call apple? I need in to this account as it his memories I need dearly. Help please!
