You’ll need to discuss that with Apple directly; about how to become either an Apple Authorized Service Provider (AASP) and/or an Apple Authorized Reseller and/or Self-Service, and GSX and ATLAS access.

If you are already working at such an entity, you must get your access info from whoever at your entity manages the Apple relationship.
