I am wondering what’s the function of the scroll bar under screen? It appears in all my screenshots.

Without the Home Bar being visible, you’ll not be able to simply swipe between recently opened Apps with the simple drag-gesture.
Apple do invite constructive comment and feature requests via its Product Feedback portal. For iPad and iPadOS:
It’s a “handle” intended to show a part of the interface that can be pulled up to reveal more. A reminder of available controls, if you will. There’s also another and more subtle handle that will briefly appear in the upper right corner of various displays, showing that that area can be pulled down. That upper right handle disappears. Here it is, on an iPhone:
The three dots shown in the top center of iPad is another hint; another reminder. That of the multi-tasking controls.
You clearly have an iPad that lacks a physical Home Button with incorporated TouchID sensor.
The horizontal line that appears at the bottom of screen (the “scroll bar” to which you refer) is your Home Bar - this being an integral element of the User Interface. By design, this cannot be suppressed except by a running App.
The Home Bar is actually a “handle” that can be dragged left or right to switch between recently opened Apps. It also serves as a reminder of up-swipe gestures that can be accessed from the bottom of the screen - such as exposing the Dock, returning to the Home Screen or triggering the App Switcher. The Home Bar will always be visible unless the Dock has been exposed.
It is perhaps worth noting that the Home Bar is suppressed from view if the iPad is being used in its Guided Access mode. Additional description can be found here:

We’re other users like you, and not folks that work for Apple. We don’t know why the hints don’t all disappear, just why the hints are shown. Log some feedback with Apple suggesting hiding the hints. The hint at the upper right hides after first use, IIRC.
